on the top bar go to file-edit-import sound, then select the sound file you want

The voice script is done before the animation. This gives the animator something to work towards and allows for a natural flow. The voices can be redubbed later if needed but the starting point is the script and the story and the voice track.

To synch mouth movement to the voice track you have to add sketches to match the words in the script. You will be able to match your drawings to the voices. It does require lots of sketches.

Keep your first voice cartoons as short as possible. Just a line or two till you get the feel for it.

Here's a tip. To get your animation length to match the sound track you can add blank frames in between ones you have drawings on. This gives you a nice quick way to know how many drawings you will need to fit the sound track.

You can drag and drop the sound file into your drawing. Use a wav file or a mov file ...

I think you could add several sound layers if you want to do voices first and add music to the final work.

Also sound effects could be added on a separate layer.

Keep your voice sound track separate from the others and if you want to dub in a different language you could easily do this. Why limit your work to english only? it's a big world out there.
